Wavelengths and OTN Services have a high production cost, allocate dedicated limited resources and do not allow intermediate aggregation. In this way they are capable to deliver deterministic behaviour, i.e. guaranteed bandwidth, transparency and zero delay variation as a high tariff service.
Ethernet services due to oversubscription (statistical multiplexing) and lower production cost can deliver high bitrate services at a much lower tariff, but at the compromise of loosing the deterministic behaviour.
